How can Bloom's Digital Taxonomy relate to higher test scores?

How does Bloom's Digital Taxonomy relate to a potential increase in student test scores? Take a look at the graphic of the digital taxonomy. What items can be done without technology? What items would be more beneficial to your students than paper and pencil? I'm not saying that one is better than the other by any means. Technology is merely a tool to use to enhance student learning.

One thing that comes to mind for me is that students are becoming increasingly difficult to engage. Why not use paper and pencil (traditional methods) for lower order thinking skills and technology for higher order thinking skills? Or the reverse for students who struggle with the basics? Just like we differentiate with reading groups/levels and adjust lessons for a variety of students, technology should be adjusted based on needs as well.
